Barbara Reed is a native of Washington, DC. She received her Bachelor of Arts degree in Early Childhood Education from Hood College in Frederick, MD and her Master of Arts degree in Theological Studies as well as a Master of Arts degree in Counseling from the Assemblies of God Theological Seminary in Springfield, MO.
Barbara has more than 15 years experience working with at-risk/vulnerable youth and families within the community mental health, educational, juvenile justice, corrections and child welfare arenas. Barbara’s sphere of experience ranges from serving as Deputy Juvenile Officer in the Child Abuse/Neglect unit in Springfield, MO working within the nationally recognized “Missouri Model” to designing behavioral intervention plans as Pendleton Correctional Institution’s Behavioral Analyst (Indiana’s largest maximum security juvenile facility).
Barbara is a National Certified Counselor (NCC) and a Certified Clinical Mental Health Counselor (CCMHC). She is also a Licensed Mental Health Counselor (LMHC) and a Licensed Professional Counselor (LPC). Additionally, Barbara is recognized as a Certified Trauma-Informed Cognitive Behavior Therapy (TFCBT) provider. Barbara is meticulous and uncompromising when it comes to the ethics of her profession. She takes obvious pride in her work, and displays personal tenacity and refuses to back down from a challenge or obstacle. She is a strong communicator, efficient in the management of available resources, and draws upon the TEAM approach to accomplish a task. This same posture has resulted in extraordinary outcomes. In 2012, Barbara served as Regional Director for the National Youth Advocates Program, where she overhauled an under-performing foster care and in-home therapy program in the Indiana Region. Through Barbara’s leadership, NYAP’s Indiana Region more than tripled in foster homes, foster care placements, and therapeutic services resulting in NYAP expanding into additional Indiana jurisdictions. In 2014, Barbara was solicited by G4S Youth Services, LLC to relocate to Arkansas to serve as the Clinical Director of Arkansas’ largest secured residential treatment facility for justice-involved adolescents. Barbara was charged with stabilizing an inefficiently and ineffective treatment program. Through her management approach, Barbara was able to steady and streamline the complexities of the treatment facility’s clinical department while overseeing and ensuring that the case management department functioned in synchronization with the identified therapeutic plan. In 2015, Barbara’s leadership established solid clinical services footing, which heavily contributed to this Arkansas treatment facility achieving their three-year American Correctional Association (ACA) accreditation (2015-2018).
Finally, Barbara Reed believes in being uniquely involved and dedicated to the rehabilitative process in both family and organizational systems. She continues to assert that utilizing best practice standards with proven outcomes are our greatest methods to address individual and institutional concerns. Barbara’s ability to strategically assess, plan and restore are only some of her many strengths. DeShane Reed is a native of Tulsa, Oklahoma. He received his Bachelor of Liberal Arts/Sociology degree from the University of Missouri Kansas City (UMKC) and his Master of Science degree in Management from Indiana Wesleyan University, specializing in Healthcare Management. DeShane is also a Certified Alcohol and Drug Abuse Counselor (CADAC II). Reed possesses more than 22 years of experience working with diverse populations in the fields of juvenile justice, child welfare, education, and mental health/addictions treatment; effectively working with at-risk individuals and their families, through building collaborative community relationships to link families to appropriate resources. 17 of Reed’s 22 years experience has been in organizational leadership, contract management, employee relations/evaluations, risk management, and multiple project coordination.
DeShane is a as member of the Annie E. Casey Foundation’s Applied Leadership Network, a consortium of selected leaders from across the country that are charged with being catalysts in igniting and/or strengthening the momentum of juvenile justice reform throughout various jurisdictions nationally. His stratum of expertise ranges from program assessment, development, implementation and overall program management to establishing strategies for organizational growth and expansion. DeShane is also an experienced United States Department of Justice Certified Prison Rape Elimination Act (PREA) Auditor. He is highly proficient in conducting facility assessments within community corrections, juvenile residential facilities, as well as adult correctional institutions.
DeShane’s proven and sustained track record coupled with his broad aptitude for moving organizations to their maximum potentials, has resulted in a multitude of successful outcomes. In 2008, DeShane spear-headed the development of one of Missouri’s first Evening Reporting Centers, developed to serve as an alternative to secured detention. In 2009, DeShane was tapped on the shoulder to lead Indiana’s largest juvenile detention center out of being under a United States Department of Justice Consent Decree, which included amending 33 C.R.I.P.A, Protection from Harm, Safety, and Education standard violations. The Consent Decrees’ case was dismissed in 2011. The United States Department of Justice site consultant stated, “In my years of being a consultant, no other Juvenile Detention Center, nationally, being under government oversight; has successfully satisfied all deficiencies within the allotted time frame.” Additionally, in October 2014 DeShane was solicited to assume leadership and stabilize Arkansas’ largest residential treatment facility for justice-involved juveniles. Upon arrival, the facility’s environment was plagued with systemic inconsistencies, low staff morale and deteriorating customer confidence. DeShane assumed control of the underperforming facility through establishing a strategic resurgence plan, which entailed strengthening staff competencies through professional development trainings, as well as re-assembling the senior management team and established departmental strategic goals. By June 2015, the clinical and educational programs showed notable documented enhancement, the staff culture was healthy, serious and critical reportable youth incidents were significantly decreased and customer relations had vastly improved. Finally, in August 2015, the facility regained its 3 year American Correctional Association (ACA) accreditation status (2015-2018), by earning 100% compliance.
Finally, DeShane Reed believes in being an engaged leader. He also asserts, “For sustainable organizational growth, it takes a distinctive person with sound familiarity of managing progressive institutions, creating a culture of professional growth for staff, developing efficient/effective programs, and utilizing best practice approaches to sustain such growth. That same person must carry a knowledge-base of meeting standards to ensure appropriate company stability and decrease liability opportunity; all of which DeShane encompass.
